Shimla (Nov 25): A realistic and concrete policy to convert lease-hold land into free-hold so as to provide land use rights to the right holders would soon be framed by Himachal Pradesh government. This was proposed in a meeting of a cabinet sub-committee held here today under the chairmanship of Revenue Minister Thakur Gulab Singh to consider and make recommendations regarding change of lease-hold land into free-hold land.

It was also proposed in the meeting that the prevalent rules regarding conversion of lease-hold into free-hold in neighbouring states such as Punjab, Haryana, Delhi, Uttarakhand and Chandigarh should be studied so that any rule in this regard could be framed and placed before the state Cabinet for approval at the earliest in order to provide relief to land users.

Thakur Gulab Singh directed the officers of Department of Industries, Housing and Local Self-government to come up with concrete proposals in the next meeting. He said that efforts should be made to identify commercial complexes/establishments coming up in the rural areas on government land so that lease-hold properties in respect of these could be changed into free-hold. He said that this would not only provide relief to the users but also add to the state exchequer.
