Shimla: After the second round of vote counting of the Shimla municipal corporation elections, Congress has been able to pull up its performance taking its win total to 13. Results for two of the 25 seats are still awaited and Congress was leading on them when reports last came in.

While BJP has managed to win eight seats, CPI has got two seats. By the end of the first round (Ward No 1-12) of counting it seemed as BJP would be able to stage a coup of sorts. All these wards fall under the main Shimla area. Ward No 13-25 fall in areas like Shimla and Dhalli, which have a high concentration of voters from the upper Shimla area, who traditionally are Congress loyalists. However, nothing is permanent in politics as people from upper Shimla regions – Jubbal, Kotkhai, Rohru, Rampur and Kotgarh have given the Congress a run for its money in the past.
