MoHA merges forensic institutions with CFSLs

Shimla: In a move to curb administrative autonomy of three century-old British-era institutions, namely Government Examiners Questioned Document (GEsQD) under Union ministry of home affairs, have been merged with Central Forensic Science Laboratories (CFSLs), implementing recommendations of consultants appointed for the purpose by government of India.

According to a notification issued by deputy secretary (MoHA) of government of India, VK Sharma, it has decided that GEsQD Hyderabad, GEsQD Kolkata and GEsQD Shimla (along with its Chandigarh unit) with effect from August 6, 2010, shall function under administrative control of the director, Central Forensic Science Laboratory, Hyderabad, Kolkata and Chandigarh, respectively.

However, the notification maintained that GEsQDs would continue to retain their functional autonomy in their respective domain like another discipline of CFSLs.
The order about clipping the administrative autonomy has already been served to GEsQD Shimla (situated at Railway Board building here) effective from August 16, 2010.

The new order is being considered as major turning point in the history of GEsQD Shimla, established in year 1902, which has set high standards in investigation of numerous cases of international repute.

Today the institute is not only a national research wing but also treasures rare written scripts, documents and historic letters. Archive of GEsQD Shimla contained some highly confidential and secret letters belonging to Sardar Bhagat Singh, Subhash Chandra Bose and other great freedom fighter.

The institute also played an important role in examining the infamous ‘Hawala Papers’, case, life mystery of Netaji Subhash Chander Bose, Cyber crimes and fake currency circulations, etc.

The institute also plays a key role in investigating documents and papers brought before it by various courts from different state regarding various forgery and scam cases. Moreover, the state government-run FSL wings are still in their primitive stage of growth and GEsQDs play a leading role by assisting these breeding investigation institutions to build up effective justice delivery system in the country.
