Shimla: Inaugurating a two-day conference of deputy commissioners and superintendents of police here today, Chief Minister Prem Kumar Dhumal said that officers, particularly in the field, should ensure that policies and programmes of the government are implemented in the right perspective in an effective manner.
The Chief Minister directed to bureaucrats concerned to draft a comprehensive law to save ‘Gau Vansh” in the state, claiming that he had information that people were taking cows from within the state to other places for slaughtering. He said that if needed, an Ordinance could also be brought in this respect.
Dhumal lauded the good work done in implementation of Pandit Deen Dayal Kisan Baagwan Samaridi Yojna, which had started giving good results. He added that some obstacles in the implementation of schemes like minimum requirement of area for construction of poly houses etc. should be looked into so that maximum farmers could avail its benefits.
Emphasizing the need for undertaking inspections of ongoing schemes in the field, the CM said that senior officers should visit the field area invariably so as to take stock of the situation. He said that this would help in accelerating the pace of implementation besides achieving the targets in a time bound manner. He also stressed for educating the masses about schemes being launched for their welfare so that they could derive benefits of these schemes. He said that the government had launched ‘Rashtriya Swasthya Bima Yojna’ throughout the state and had enhanced its insurance cover up to Rs. 1.70 lakh in case of critical illness. He said that despite this, a number of people were calling on him for getting financial assistance for treatment, which was not required after implementation of this scheme.
Dhumal said that revenue cases should also be decided on priority to avoid any inconvenience to the people. He directed the deputy commissioners to reject/accept such pending cases in a time bound manner. He expressed happiness that most of the revenue record had been computerised and directed that left out work should also be completed immediately.
Underlining the need for creating roadside amenities, the Chief Minister said that though he had directed to take steps in this direction in the last meeting, the progress was very slow which needed to be speeded up. He said that all the concerned departments should work in unison to achieve the objective. Dhumal also expressed concern over slow progress with regard to removal of encroachments on government land. He said that a decision was taken some time in past to regularise the encroachments of weaker sections for bonafide purposes for shelter etc. and said that Deputy Commissioners should also look into it on priority basis.
