Shimla: Congress legislators today observed a silent protest wearing black badges on their arms as the Assembly commenced for Question Hour this morning.
Speaker Tulsi Ram noticed that all opposition members were wearing black badges on their lift forearms when GS Bali (Nagrota-Cong) rose up to ask his supplementary question. The Speaker requested GS Bali and other members of Congress to wear off the badges calling it against the privilege of the House. The speaker also quoted Assembly rule 299 (sub section-14) stating that the rule applies to each member forbidding them to wear any kind of badges during Assembly meeting.
Despite repeated appeals by the Speaker, opposition members did not pay any heed to the ruling and in fact put the black badges on their mouth. As none of the Congress members complied with the chair’s ruling, Parliamentary Affair Minister Jagat Prakesh Nadda rose up in the house and condemned the unusual agitation lodged by them.
Later, briefing media persons in his chamber, Speaker Tulsi Ram said that it was an unfortunate day in the history of the House with the opposition defying rule of the House despite his repeated requests. Congress members have been protesting against registration of an FIR against Chopal MLA.
