Panel to access damage caused by 4-lane project: CM

Himachal Pradesh Chief Minister Virbhadra Singh today announced to constitute a panel soon to access the damage caused by the construction of Kiratpur-Ner choke four lane road project affecting many areas of Bilaspur district in the State. Replying to calling attention motion brought by the BJP member, Mr. Randhir Sharma in post lunch session of state assembly today Mr. Singh said that  a panel led by deputy commissioner of Bilaspur would visit the affected villages and access the loss caused by the construction of the 4-lane road.

 

“This is the national project of strategic importance and people and members should assists the construction of four lane road however it  was not possible to execute such mega project without dismantling  old houses and shops  along side of such road.” Mr. Singh told the assembly while replying to the motion. Mr. Singh who also holds the portfolio of Public Works department told the member that he had raised the genuine issue therefore he announced a panel to be met with the local elected representatives and affected general public in the affected areas as people could asked the panel to access the loss caused by the construction on the spot.

 

Chief Minister assured the member to provide ample  compensation for acquisition of land for this project and claimed that the  Government is more keen that land oustees get compensations applying factor-2 formula and it would go to any extent to implement their demand. Also conceding the demand of member to provide employment avenues in the four lane to the local people Chief Minster said that government also like that local should given jobs in all projects and roads.

 

It would find out whether the IL&FS firm constructing the four lane provide or not the employment to local people, he said. Mr. Singh said that firm is following the practice for safety & design of underground blast as it should not be exceed 70 mm per second at the ground peak practical velocity (PPV)  in soft road and 100 mm/s for hard

 

Earlier presenting the call attention motion in the house Mr. Randhir Sharma said that peoples of Gara, Baghari, Kanchi Mode, Thapana and Narli village of Nainadevi and few area of Jhanduta and Bialspur have to suffered due to upcoming four lane. He said that ingress of  water from Kanchi mode villages contaminated down stream drinking and other water sources and people were losing the livestock which were forced to consume unsafe water.

 

In the vicinity of the four lane , many houses had become unsafe for human habitations as after developing cracks by the impact of massive blasting. He alleged that company were flouting the mining norms as many water sources  have been dried by shocks in the water tables moreover many water pipes and pedestrian paths dug by the construction company did not repaired by the firm. The land acquired for the four lane was rendering the farmers without livelihood should be provided the ample compensations after acquiring the entire check of lands along the roads. He said that heavy dusts along the four lane depriving the farmers from their agriculture activities as they could not able to use the left out piece of lands should be completely taking over.
