Himachal Pradesh Vidhan Sabha Speaker Mr. Brij Behari Lal Butail said today that the proposal to setup National E-Vidhan Academy (NEVA) to be setup at Tapovan Assembly Complex is under consideration of Union Ministry of Parliamentary affairs to train the Parliamentarian and legislators for E-Vidhan.
Interacting with the media persons today, Mr. Butail said that Detailed Project Report (DPR) to set up Rs 100 Crore NEVA at Tapovan is pending before the UMPA as the State Government has forwarded the DPR to the Union Ministry of Information Technology. Mr. Butail said that the State Assembly was incurring Rs 70 to 80 lakh expenses to hold Winter Session every year, however the complex could be utilized for other productive purpose like setting up NEVA here.
He said that sanitation, maintains, rendering salaries of employees, expenses of power and water supply incurring Rs 7 crore investment however it could be converted into other developmental purpose as the complex remained un-utilisied round the year expect five day Winter Session. I have also tried to raise this issue in the past but it was opposed by the local leaders stating that it provided the opportunity to people to come in contact with their representatives though it burdening the exchequer.
He said that Himachal Pradesh Assembly are pioneer to adopt E-Vidhan first in the Country where as it was no being taken over by other state like Karnataka and Goa which may stake similar claims to set up NEVA at their state assemblies. The climatic condition, peace and natural beauty make Tapovan, one of the strongest contenders to set up NEVA, may help to utilize this State assets for the betterment of Nation and training the members of Assembly and Parliamentarians here.
