Chief Justice of India launches HP HC E-court fee system

The Chief Justice of India Mr. Justice T.S. Thakur today unveiled e-Court Fee System in High Court complex here and launched the Web-based Grievance Redressal and Suggestions Mechanism for H.P. Judiciary and Mobile App on High Court PMIS (Personal Management Information System). Chief justice of Himachal Pradesh Mr. Mansoor Ahmad Mir and other judges of State High Court were present on the occasion.

The e-Court Fee System in High Court is web-based secure system of paying court fees to the Government. The System generated e-Court Fee receipt shall replace the stamp paper, which would be secure and bar coded and unique number is auto-generated. In this system, there is also facility of locking of e-receipt by court Officials, which prevents reuse of the e-Court fees receipt.

The system also provides online verification of e-Court fees receipt and also a feature to check as to whether such receipt has been locked or not by the court Officials. This system is totally eco-friendly as it prevents paper use and also process related fraudulent practices, being a secure and reliable collection mechanism. It also prevents the leakage of Government revenues.

A central data repository is built to facilitate easy verification and generation of reports. The facility of payment of e-Court fees is also available online. There is no scope of redundancy (duplicacy) as the system is firewall protected and has also inbuilt features for prevention of any intrusion.

The e-Court Fee System in High Court of H.P. is result of concerted efforts having been made by High Court of Himachal Pradesh and also by the Government of Himachal Pradesh. This could be possible after the State Government made amendment in H.P. Court Fees Act and also framed Himachal Pradesh Court Fee System (e-Stamping) Rules, 2015 and after the State Government entered into an agreement on 9th June, 2016 with the Stock Holding Corporation of India Limited (SHCIL) for a period of five years.

So far as Web-based Grievance Redressal and Suggestions Mechanism of H.P. Judiciary is concerned, it is a software module having a provision for raising of grievances or giving suggestions in respect of the working of H.P. Judiciary through online. As and when any person logs on this module, he is required to furnish his essential particulars such as name, father’s name, present address, permanent address, e-mail ID and mobile number etc. and as he/she will post the grievance(s)/suggestion(s), an auto-generated number shall be conveyed to him/her through SMS and e-mail.

There is also unique facility of categorisation of grievances and suggestions and as and when any grievance relating to a particular category is raised or suggestion is made, an auto-generated e-mail shall be sent to the Registrar/Officer concerned on his/her official e-mail ID. In case, any user wrongly post some grievance or suggestion, then the Registrar/Officer concerned can transfer such grievance/suggestion to the Registrar or Officer concerned.

Under such situation also an SMS or e-mail shall be generated to the person raising grievance or putting forth suggestion(s). In case any grievance/suggestion remains unattended for sixty (60) days, then an auto-generated e-mail shall be sent on the e-mail ID of the Registrar General.

However, this module cannot be used for making any complaint against any individual Judicial Officer or any staff member and a message to this effect shall prop-up as and when any person will access this module. The person raising the grievance can also check the status of his/her grievance online.

Mobile App on High Court PMIS (Personal Management Information System) provides unique facility of accessing service particulars including details of salary by the employees of High Court of Himachal Pradesh and the Judicial Officers in the State of Himachal Pradesh on Android based Smart phones.

There is also provision of making applications for leave by using this Mobile App by the Judicial Officers and employees of the High Court of Himachal Pradesh. This Mobile App has also features of acceptance and rejection of the leave application by the competent authority.
