Shimla Municipal Corporation rejects plea to issue lease of Congress state party office

Ruling Congress in the state is currently launching a drive to evacuate the encouragements over revenue and forest state lands that got a major blow yesterday when CPI (M) led Shimla Municipal Corporation rejected its proposal to regularize its party state headquarter built illegally on huge chunk of Municipal land near lift parking, which is known Rajiv Gandhi Bhavan.

Talking to Himvani the CPI (M) party secretariat member and Deputy Mayor, Municipal Corpoation Mr. Tekinder Singh said that proposal was brought in the general House of the Municipal Corporation held on Wednesday but the house did not approve it stating that state should also issue similar lease to others encroachers near the Congress party office.

”Since number of unauthorized sheds and hutments are on the Municipal land around Rajiv Bhavan, the state should also propose similar proposal to give lease to the former if it wants to regularize its party state headquarter on this ground ” Mr. Panwar said.

There should not be any discrimination between the local people and states AICC headquarter as both were build or permitted to do so during the Congress ruled Municipal Corporation, now categorized as encroachment by the revenue and district authorities but state was pressing on Municipal Corporation to regularize it after issuing lease to AICC.

Escaping from awkward situation the Congress councilors in general house staged walked on the issue of cut in sewerage cess. The BJP councilors also joined the walk out, but they returned after some time.  However, the Congress councilors did not return to attend the House as the house rejected the party office proposal, as Congress councilors did not turn up in the house.

We have to follow uniform policy against the encroachers be it so high. If the state government presses for issuing of lease for its party office it should also follow the same policy for the weaker sections who had constructed hutments on Municipal Corporation land for the sake of shelter, the house resolved to reject the proposal.

Deputy Mayor also said that Congress councilors were embarrassed due to this issue therefore they abstained from the house when it came for discussion yesterday.

He said that Mayor, Deputy Mayor (himself) and BJP councilors also met with Chief Minister to withdraw the notification to charge 50 per cent sewerage cess of water bill in the town notified recently by state Irrigation and Public Health department to levy it forthwith.

The state had issued notifications in 2005 and now again after ten years it has asked the corporation to charge sewerage cess in the town, he alleged.

A Division Bench of Himachal Pradesh High court comprising of Chief Justice Mansoor Ahmad Mir and Mr. Justice Tarlok Singh Chauhan also issued notices to Municipal Corporation directing the civic body to file affidavit to explain the present status regarding steps taken to remove the encroachments in the town.
