CFSL report declare audio-CDs doctored: Dhumal

Shimla: Himachal Pradesh Chief Minister Prem Kumar Dhumal said that a report of the Central Forensic Science Laboratory (CFSL), Ahmedabad, procured by state agencies inferred two audio-CDs allegedly containing conversation between him (Dhumal) and the DGP, State Vigilance and Anti Corruption Bureau, DS Manhas “doctored and fabricated.”

While replying to the debate on Thanks motion on Governor’s address in state assembly, Dhumal said that the report of CFSL received by the government has clearly said that there was “discontinuity, editing, modification, with alterations in the CDs. Discontinuity was observed at five places in one CD and at three places in the other”.

Chief Minister was referring this in replay of comment made by state Congress president Kaul Singh during the date in which he has commented that CD and TD is going to sink the state government.  He disclosed that the report says that discontinuity and different context in dialogues in the CDs show that audio file was prepared using different speeches. The Chief Minister said that the CDs were made on December 31, 1994, when neither he was the chief minister nor Manhas was the DGP.

He said that the matter would be thoroughly probed to expose the people behind this episode and the option to refer the case to CBI was also open. Dhumal said audio CDs (concerning Dhumal) were created when he was a Lok Sabha member and was not even known to D.S. Manhas. He said the CDs were dispatched from a courier service in Khan Market, Delhi, but the sender’s names were fictitious in the inquiry. Dhumal said that the CDs were sent to Chandigarh and Ahmedabad CFSLs but the report from Chandigarh lab had not been received yet.
