The Himachal Pradesh Cabinet which met here today under the chairmanship of Chief Minister Shri Virbhadra Singh gave approval for creation and filling up of more than 3000 posts of various categories. Besides this it was decided to give due benefits to thousands of part time workers, contingent paid workers, contract employees and daily wagers.

The Cabinet decided for regularizing the services of contract employees of the different departments who have completed five years of service on 31 March, 2015 and also to increase the maternity leave period of women employees working on contract from 112 days to 136 days.

It also decided for regularizing services of daily waged / contingent paid workers, who have completed seven years of continuous service as on 31 March, 2015.  The Cabinet also approved filling up one post of class four in each Patwar circle thereby filling a total of 2288 posts.

The Cabinet approved the award of contract for Dharamsala-Macleodganj ropeway project under tourism department. Another decision was taken to take over Devi Mindhal Mata Temple in Pangi valley of district Chamba under government control.

It decided to enhance the bed capacity of Kullu hospital from 200 to 300 and civil hospital Palampur from existing 100 to 150 beds.  It also gave nod to upgrade health sub-centre at Ropri in district Kangra to primary health centre and to open primary health centre at Kamand in district Mandi along-with essential posts. It has also decided to open health-sub centre at Labrang at Pooh in district Kinnaur.

The Cabinet granted its approval for giving status of Tehsil to Dhatwal (Bijhari) Sub-Tehsil in Hamirpur district. The Chief Minister during his visit to the district in November 2014 had already made an announcement in this regard.

The Cabinet decided to prepare the detailed project report for Chamunda-Holi and Tissa-Killar tunnel projects. It was decided for rationalization of JBT teachers in remaining eleven districts of the State, except in Bilaspur district where rationalization has already been done. Decision was taken to develop government primary schools at Bahri in Dharampur education block of district Mandi as ‘model school’ on PPP mode.

The Cabinet decided to open new IPH Sub-Division at Tahliwal in Una district. It took decision for revision for Nadaun planning area in Hamirpur district. In order to ensure sustainable development of Dhaula Kuan- Majra in Sirmaur district, the Cabinet has decided to bring it under the planning area.

The Cabinet gave its nod for filling up of 135 posts of Junior Engineers (Civil) on contract basis, which includes 15 posts for MC Shimla also. It has also decided to fill up 10 posts of Junior Engineer (Mechanical), another 10 posts of Junior Engineers (Electrical) in public works department by way of direct recruitment on contract basis through Himachal Pradesh Subordinate Services Selection Board (HPSSSB). Besides, 10 posts of Junior Engineer (Civil) will be filled up by promotion of the Surveyors possessing Diploma/Degree in civil engineering in relaxation to R&P Rules.

The Cabinet approved to create 18 posts for newly opened government colleges at Takipur, Lanj and Dadasiba in district Kangra. Approval was accorded by Cabinet to fill up 60 posts of Clerks in public works department through direct recruitment on contract basis through Himachal Pradesh Subordinate Selection Board (HPSSSB). As per the budget announcement of the Chief Minister, the Cabinet has also decided to convert part time workers to daily wagers who have completed eight years of regular service as on 31 March 2015.

The permission was granted to fill up 70 vacant posts of different categories in Technical institutions. The Cabinet accorded its approval for creating various posts for the three new medical colleges to be set up at Chamba, Hamirpur and Nahan as per the requirements of Medical Council of India.

50 posts of Junior Trainers were sanctioned to be filled up in department of Youth Services and Sports on contract basis besides filling up of three posts of District Attorney and 14 posts of Assistant District Attorney in Revenue department. Besides, Cabinet also accorded approval for three posts of Assistant District Attorneys through direct recruitment on contract basis in Irrigation & Public Health department from cadre of ADAs of the Prosecution department.

It also approved creation of 26 posts of different categories in various SADA areas in the State in order to regularize the services of Daily Wagers/ contractual employees working in the Special Area Development Areas (SADAs). Decision was taken to fill up 100 vacant posts of Ayurvedic Medical Officers besides ten vacant posts of staff nurses on batch-wise and contract basis in Ayurveda department.

Approval was granted for filling up of nine vacant posts of Assistant Professors in government medical colleges by direct recruitment. Besides, decision was taken to fill up 50 posts of Horticulture Extension Officers in Horticulture department. Cabinet gave consent for filling up 12 posts of Managers (Class-II, gazetted) on contract basis in the department of industries. Three posts of Child Development Projects Officers will also be filled up on contract basis.

The Cabinet approved filling up 100 posts of Class-IV in H.P Secretariat by direct recruitment. Besides, it also gave approval for filling up 20 posts of sweepers in the Secretariat. Cabinet gave its nod for filling up five posts of Junior Scale Stenographers through direct recruitment on contract basis from the wards of the Ex-Servicemen in HP Secretariat.

The Cabinet accorded approval for enhancement of authorized share capital from Rupees 11 crore to Rupees 13 crore in case of Himachal Backward Classes Finance and Development Corporation, Kangra.

The Cabinet decided to lease out the tourism sites at Baddi in district Solan, Suketi in district Sirmaur, Jhatingri in district Mandi, Sojha  (Banjar) in district Kullu and in Bilaspur town on long-term lease basis to the developers for tourism activities.

It proposed to amend Rule 7 of Central Sales Tax (Himachal Pradesh) Rules, 1970 linked with filing of returns. The Cabinet approved amendment in Rule 50 regarding turn over limit as ‘up to Rupees 25 lakh’ in place of ‘above Rupees 8 lakh to Rupees 25 lakh’. It has also decided to amend Rule 45, 50 and 50(4) of HPVAT Rules, 2005.

It has also decided to exempt the entire stamp duty and registration fee on instruments of mortgage without possession executed by farmers and in respect of agriculturists loans amounting to maximum of Rupees 10 lakhs and self -help groups up to Rupees 10 lakhs.

It was decided to establish State Project Management Unit (SPU) of the Himachal Pradesh Forest Eco-system Climate Proofing Project at Dharmashala along-with creation of posts. The Cabinet has decided to increase the export pass fee on resin extracted from private areas, which is exported out of the State from Rupees 2 to Rupees 7 per kilogram at the rate of 10 percent of the purchase price.

It gave nod for implementation of Market Intervention Scheme (MIS) for apple and mango crops for the year 2015. It also approved to frame the Himachal Pradesh Unorganized Workers (social security) Rules, 2015.
