Mr. Jagat Singh Negi, Himachal Pradesh Assembly Speaker has stressed the need to allow uninterrupted functioning of legislature in the country.
Speaking in the 5th India Regional Commonwealth Parliamentary Association Conference at Goa today Mr. Negi stated that during the proceeding its members should ensure that legislature is functioning without frequent disruptions.
He also said that if any member of the house wants to raise an issue related to his constituency it should be raised before question hours in the zero hour but nobody should disrupt the proceedings later. He also asked to frame stringent rules to stop frequent disruption in the proceeding after any member is given opportunity to bring up an urgent issue in the house.
It is worthwhile to mention here that Himachal Pradesh Assembly does not have a provision of zero hours however it is one of the assemblies among few houses in the country which function smoothly and complete the mimimum prescribed sittings of house.
