Himachal Pradesh would adopt uniform policy to regularize unauthorized construction in the state as Chief Minister had announced in budget speech to bring retention policy soon to keep massive such construction in the urban area.

Replying to a query raised by HLP member (Kullu) Maheshwar Singh, Town & Country Planning Minister Sudhir Sharma assured that unauthorized construction would be regularized after charging Rs. 1000 per square meter fine per Biswa (Biswa=37.50 sq mt).

He said that Chief Minister had announced it for urban areas while it would be implemented uniformly in rest of the state which fall under development plan.

Minister said that amendment would be bring to allow construction in two Biswa lands in TCB act.

Maheshwar Singh earlier alleged that under prevailing laws about one biswa land is utilized for setback. He asserted that no house could be built in two Biswa land as half would be utilized for setback.

Clarifying the contention of member, Minister said that under Shimla Development areas, norms have been allowed construction upto 200 sq mt land (5.53 Biswa). But in other townships it is allowed to 2.14 Biswa.

He said that during enforcing such conditions in TCP amendment act in 2011 it was not kept in mind that how regularized constriction would be possible in two Biswa land to be relaxed by this government after amending this contradictory provisions afresh.
