Himachal Pradesh Cabinet decisions under the chairmanship of Chief Minister

Himachal Pradesh Cabinet decided to shift Mechanical Circle to Dharamshala from State Workshop of PWD and I&PH which was at Nahan Foundry along-with posts of Superintending Engineer (Mechanical). The Cabinet gave approval for amendments in Himachal Pradesh Forest Produce Transit (Land) Rules, 1978. It also gave approval for the proposal of the forest department that the cutting and felling of khair, bamboos and other miscellaneous broad leaf species under ten years programme would be allowed after obtaining prior permission.

The Himachal Pradesh Cabinet which met on Saturday evening under the chairmanship of Chief Minister Mr. Virbhadra Singh approved the amendment in Comprehensive Guiding Principles-2013 for regulating the transfers of state government employees during the ban on the transfers. As per the amendment, transfers during the ban period if needed, would be ordered with the prior approval of the Chief Minister only.

The transfers would be permitted only in such circumstances when there would be immediate requirement to fill up vacant posts in tribal/difficult/hard areas. Similarly, the transfers would be ordered during this period to fill up the vacancies arising on account of retirement, promotion and new creation and in the cases where employees are transferred on account of disciplinary proceedings/vigilance cases or criminal proceedings etc. The transfers would also be ordered to fill up the vacant posts in view of the administrative exigencies.

The state cabinet also rejected the proposal for reservation in promotion to scheduled castes and scheduled tribes employees, as per the 85th Constitutional Amendment. The SC and ST employees are seeking consequential seniority since 1995.
