  1. QUALITATIVE OR QUANTITATIVE ??? Where WE ARE ?????????????

Its based on Quantitative parameter and the more response is on account of Mid Day meal Scheme . Our state govt should come out with a white paper CLARIFYING following

    a) How many schools being Run without HEAD OF INSTITUTION i.e Principle / Headmaster . More than 30% Schools will fall in this category

    B) How many teachers are trained as JBT for primary schools. 60% of the staff is either under qualified or over qualified to teach students below fifth standard.

    C) What percentage of staff is on Contract Basis + Para Teacher + Vidya Upasak + PTA Appointees + Ad hock . 40% of Total Teachers fall in this category . Most of them are “chacha Bhatiza ” of Dirty politicians. Every intellectual can guess the STANDARD of teaching in 2008. Candidates scoring 15% marks in AIEE 2008 secured admission in Computer Engineering in IITT Kala Amb . Are we producing quality Engineers or Coolies for Call Center.

    D) How many regular posts shall remain vacant as on 01.04.09 , the begining of next academic session in Schools. The number shall be as high as 12000 after the recruitment of notified 1800 Posts. How can we expect talent to mature in these Junkyards of Education.

    E) What percentage of all teachers appointed based on Selection Process through SSSB/HPPSC About 30% falls in this category . Rest are either selected on Batch Wise or PTA /Para Teachers / Contract Teachers . Even in 30% stated above … more numbers are either appointed among IRDP SC ST OBC EXSM , FF WEXSM or WFF …. So less than 12% of the Total Teachers are qualified through HPPSC / SSSB …. Are we Qualitative or Quantitative ??????

    F) How many Senior Secondary schools lack the availability of 25 Students per Lecturer . All those schools need winding up unless untill geographic conditions are not difficult, Atleast in NON TRIBAL areas. I have seen GSSS with lesser of students and more number of Teachers .A senior Secondary School in the radius of 3.5 kms is justified otherwise its a simple populist Decision. To walk 3.5 kms only 30 minutes are required and student should put these efforts to remain fit AND Active . We use to walk 3km+ and it was normal .

    A mathematical case ( Approximate)

Total Area of State : 55000 sq kms
Less Area of L& S=====14000 sq kms
( L& S is a special District with population Density less than 2 therefore boarding schools/ Jawahar Navodaya Vidyalaya Should be opened one in each Development Block instead AT Dist level for all Students.)

Thus net Area ==== 42000 Sq kms

    No of GSSS =====1400 NOS.

Effective Area per School = 30 Sq kms

Area with radius of 3.5 kms = pie x rxr
    = 3.14×3.5×3.5 = 38.46 Sq kms

Therefore 21% of Total GSSS school falls in wind up category under this clause .

    Therefore Govt has

    a) WASTED the TAX PAYERS MONEY
    b) Responsible for poor Infra
    c) Underqualified TEACHERS
    D) Intitutions without Head of the Institute.
    e) All these schools are producing lesser number of students compared to yearly requirement of Teachers , if appointed in full strength and on regular basis. Requirement need to be curtailed based on need of School.

    G) How many schools lack the infra for lecture room. 50% of Total Schools fall in this category .

    regards

  2. Himachal is next to Bihar where the quality of education is lowest. This is the revelation of a survey conducted by NCERT (Janpaksha Mail, Sep. 30, 2008).

Successive governments have only focused on quantity only due to petty politics and rejoiced unauthentic and unscientific surveys and awards.

It is highly misleading to the general public that nothing is served to them which points towards the flaws in quality education.

  3. IF FACTS GIVEN BY MR.N.P.NADDA ARE TRUE THEN IN REAL SENSE ,IT IS PAINFULL AND WE SHOULD COME FORWARD AND MAKE AWARE -THE POLICY MAKERS.A COPY SHOULD BE SEND TO C.M.
