Shimla: In a query put forth before Himachal Pradesh High Court regarding an administrative matter, Major (Retd) Onkar Singh Guleria (ex-Deputy director Sainik Welfare) from Kullu district of Himachal Pradesh has alleged that he did not get proper response to his query and it was not made in time bound manner.
Sharing his concern regarding RTI response to his query Major (Retd) Onkar Singh Guleria said that he had complained to State Public Information Officer (SPIO-HC) Himachal Pradesh High Court Subhash Chouhan, Appellate-cum-Registrar (Vigilance) S.C. Kainthala and had also enclosed its copy to Chief Justice of high court Joseph Kurian and all his companion judges. Citing sub sec (1) & (6) of Rule 7 of the RTI Act, he demanded that now information should be provided free of charge on A-4 pages under registered post as it has been delayed. He complained that information was sought on Feb 11, 2011 while he got its alleged incomplete reply on April 20, 2011 at Kullu.
RTI seeker further alleged it was improper and unjustified on the part of SPIO-HC to give comments in the reply, as he had asked to supply specific information in form of documents and not the comments. When spoken to High Court spokesperson about the delay being caused to this query, she said that the reply has already been mailed to Major (Retd) Onkar Singh Guleria, as this matter had come to her notice.
