Builders flouting green norms: Congress

Shimla: Opposition Congress member Mukesh Agnihotri yesterday while participating in the budget debate drew the attention of house towards the alleged violation of environment norms by the builders in the state.

He pointed out that the government was making a case of discrimination by the central government about meagre allocation of green bonus, but it had turned a blind eye to environment violations being made by Bemloe builders in Shimla and Optima Constructions in Solan. Saying that Bamloi Builders was a front company for DLF builders, he sought to know that who had permitted such constructions in the middle of a thick forest cover. With regard to the Solan construction, he said that in violation of forest laws 1,000 trees had been cut down and no action had been initiated against the violators.

He also demanded to know the number of permissions granted under the Apartment Act in and around Shimla and the need for it. To save farmlands, he asked the government to make the state land laws more stringent and ban any sale of agriculture land.

  1. THERE SEEMS TO BE LITTLE CONSIDERATION ON THE PART OF THE GOVT AND PUBLIC AT LARGE TO SAVE THE HERITAGE THAT WE HAVE IN TERMS OF OLD ARCHITECTURE AS WELL AL NATURAL RESOURCES. THE CITY OF SHIMLA FOR EXAMPLE IS GREATLY THREATENED DUE TO NEGLIGENCE OF BOTH PUBLIC AND GOVT. THERE IS LITTLE INITIATIVE TO DEVELOP SHIMLA. THE AREA AT LARGE IS SUFFERING FROM GENERAL NEGLECT. EXCEPT FOR A FEW COSMETIC STEPS TO IMPROVE THE VIEWING OF THE OLD STRUCTURE MAINLY IN CORE AREA, THE WHOLE CITY IS OTHERWISE DEGENERATING AND DECAYING. THERE IS NO NEW PROJECT IN TERMS OF ESTABLISHMENT OF EDUCATIONAL INSTITUTIONS OR OTHER PROJECTS AS ESTAB. OF RESEARCH INSTITUTES AND MUSEUMS HERE. WHAT EVER BEVIFIT SHIMLA IS ACCRUING PRESENTLY IS BECAUSE OF ITS OLD CHARM STILL LINGERING IN MIND OF PEOPLE OUTSIDE THE STATE. THE CITY IS NOT GETTING ANY STRONGER. AND THE POLITICIANS ARE TOO COOL TO PLAY THEIR GAMES THAT THE PEOPLE CAN SEE THROUGH BUT NOT ARESPOND ADEQUATELY TO. IT IS VERY MUCH REGRETFUL THAT THE AREA HAS BEEN BRANDED AS GENERALLY PROSPEROUS BECAUSE OF APPLE PROSPERITY IN THE REGION AND IS TAKEN AS AN EXCUSE TO DIVERT ENERGY AND RESOURCES ELSE WHER E IN THE FIELDS MENTIONED ABOVE. THIS IS LEADING TO FALL IN BUILDING OF ADEQUATE HUMAN CAPITAL IN THE AREA THAT IS VIABLE FOR AVENUES OF EMPLOYMENT OUTSIDE THE STATE. APPLE BOOM IS NOT TO LAST FOR LONG. WE KNOW THAT WELL. WHAT IS THE STRATEGY OOF THE GOVT TO PREPARE THE PEOPLE OF THIS AREA IN THAT EVENTUALITY. ALL THE EDUCATIONAL INSTITUTES ARE SHIFTING TO AREA AS MANDI, SOLAN, HAMIRPUR, KANGRA AND SO ON, IT DOES NOT NEED AN INTELLECTUAL’S EYE TO MAKE THIS ANALYSIS. IN FACT NO SUCH MAJOR INSTITUTE HAS BEEN DEVELOPED IN INNER PARTS OF THE DISTRICT. WHAT IS THERE IS CONCENTRATED IN THE REGION OF SHIMLA CITY ONLY AND ITS PERIPHERY AREAS AND DISTRICTS. EDUCATION IS THE KEY TO DEVELOPMENT AND ITS IMP IN TODAY’S CHANGING TIMES CAN NOT BE OVER EMPHASED.
