HPU Act amended to restore autonomy

Dharamshala: Himachal Pradesh University Act 1970 was amended today by voice vote intended to restore its autonomy by deleting section which empowered the state government to have control over its functioning. State Education Minister Ishwar Dass Dhiman presented the bill stating that it was being brought to reduce the control of state government by diluting section 35-A of HP University Act 1970. He said that 35-A was empowering the government to seek its approval over creation of any post, position and assignment created by University. Intervening in the discussion over the bill Chief Minister Prem Kumar Dhumal said that section 35-A was inserted by the previous congress government in 2003 as state government wanted to make provision of Grant-in-Aid for the smooth functioning of the University.

He said that under the provision of section 35-A education secretary to state government and director education was member of the finance committee and governed the functioning of university but after deletion of this clause now university would have its independent committee. Kuldeep Singh Pathania(Bhatyat-Cong.) and Kaul Singh Thakur (Darang -Cong) spoke over the amendment in the HPU Bill. Later the assembly approved the bill by voice vote as speaker laid it for house approval.
