Rural Housing under PMAYG much below target in Himachal Pradesh

Rural houses being built under the flagship programme of the government Pradhan Mantri Awaas Yojana – Gramin, are much below the target in Himachal Pradesh. According to the Ministry of Rural Development Government of India Himachal Pradesh has a target to build 7385 rural houses in the year 2016-17 and 2017-18, whereas till date only 1662 houses had been completed so far.

The PMAYG aims to provide a pucca house with basic amenities to all houseless households living in kuccha and dilapidated houses by 2022 all over the country. Officials in Himachal Pradesh give several reasons for the delay like non availability of funds at the state level, lot of rectifications required in the Socio Economic Caste Census data which was being used to select beneficiaries, lack of awareness regarding the programme and holding of Assembly elections.

The Indira Awas Yojana was restructured into Pradhan Mantri Awaas Yojana –Gramin (PMAY-G) in April 2016. For the years 2016-17 -2018-19 the target is to cover at least one crore households at a total cost of Rs.1,30,075 crore.

The government has also tweaked the program by increasing the size of the house which was 20 sq.mt in IAY to 25 sq.mt now. The assistance amount has also been increased from Rs.70,000 to Rs. 1.20 lakh in plains and to Rs.1.30 lakh in hilly states and difficult areas. The beneficiary is also entitled to 90/95 pesondays of unskilled labour from MGNREGS, besides would also get funding assistance for building of toilet.

One the house is ready attempt is also to be made to get drinking water, electricity connection, LPG gas connection under the various other schemes of the government. Fairness and transparency in identification and selection of beneficiaries is the most important aspect of the whole scheme. To ensure that assistance is targeted at those who are genuinely deprived and that the selection is objective and verifiable. The PMAY-G is going to use the housing deprivation parameters in the SECC (Socio Economic Caste Census) data for identifying households and then verified by the Gram Sabhas.

Households with any disabled member and no able bodied adult member will be accorded additional deprivation score so that such households are given priority while allocating the houses. Under the PMAY-G scheme the assistance provided to the beneficiaries will be shared between central government and state government at the ratio of 90:10 in Himalayan states. Nearly 95% funds under the scheme in the annual Budget is to be released to the states in two equal instalments.

To take up this massive task one needs large number of skilled masons . The government there is also running a pan India training and certification of skilled masons programme which would also generate livelihood.

The entire PMAY-G programme is to be implemented and monitored through – e Governance model using AwaasSoft a workflow enabled web based electronic delivery platform through which all critical functions of PMAY- G like identification of beneficiary, providing assistance will be carried out and AwaasApp will be used to monitor real time evidence based progress of house construction through date and time stamped geo referenced photographs of the house.

All payments will be made directly into the bank accounts of the beneficiaries.The programme implementation will also be monitored through Social Audit,Members of Parliament, government officials, national level monitors.
