Opposition walks out of Assembly over non-implementation of reservation roster

    Opposition Bharatiya Janata Party (BJP) today staged walkout from Assembly over non-implementation of reservation roster in the recruitment of teachers under Parents Teacher Association (PTA) and School Management Committee (SMC) schemes. The issue was raised by BJP members from Dehra Mr. Ravinder Singh Ravi and Mr. Hansraj during the Question Hour alleging that the roster had not been followed in the recruitment under PTA and SMC.

     

    Mr. Ravi said that Himachal Pradesh had 18 percent OBC, 26 percent SC and 9 percent ST population but due to non-implementation of roster, employees working for years in Education Department had not been regularised. Alleging the Government of adopting pick and choose policy while making appointments of teachers under PTA, the BJP legislators said that candidates with more marks in written examination were left out by giving them less numbers in interview.

     

    In a supplementary query, Ravi wanted to know whether the reservation roster is implemented for the recruitments in the State or not. Replying to the query, Chief Minister said the PTA appointment case was pending in Supreme Court. He also added that previous BJP Government tried to suppress the protest of these teachers and victimized teachers instead of providing them relief. Showing a ray of hope to the teachers awaiting regular appointments, CM said that the government would find ways to regularize the services of employees who have been serving the department for years. Defending the recruitments done under PTA, Chief Minister said it was necessary because teachers do not go to interior areas.

     

    Taking on opposition over the issue of wrong appointments, CM Virbhadra Singh said the BJP government in past had recruited a Matric pass person as Vidya Upasak and later Congress government regularized him as Junior Basic Teacher (JBT). Replying a query on the status of policy for outsourced employees, CM said one should wait for the budget. This agitated the opposition and they walk out of house raising Slogan against the Government for not following the roaster.

     

    Replying to another query raised by Chopal legislator Balbir Singh Verma, CM Virbhadra Singh said that government would consider deploying snow cutters at the places of heavy snowfall. He said that government had given due consideration to the development of Chopal and in the last 4 years, the assembly had got grants of Rs 15747 lac under PMGSY besides getting a grant of 2607 lac from NABARD.
