Mr. V.C. Pharka to be new Chief Secretary of Himachal

    The 1983 batch IAS officer Mr. Vidya Chander Pharka to be new Chief Secretary of Himachal Pradesh he would replace Mr. P. Mitra who retired today.

    In a notification issued by the Himahcal Pradesh Governor Mr. Acharya Dev Vrat here today said that Mr. Vidya Chander Pharka will be new Chief Secretary and will also hold the additional charge of Tourism & Civil Aviation, Tribal Development and Information & Public Relations Department.

    Appointment of Mr. Pharka has been seen as a political move as he had been elevated to this post after superseeding five IAS officer above him as he was considered as blueyed officer of Mr. Virbhadra Singh. Political observes says that there was no reason to supersede five officers as many of them were competent to hold the top bureaucratic post in the State.

    1982 batch IAS officer Mr. Deepak Shanan who is additional chief secteray would be retire on Jan 21 2017, 1982 IAS officer Mr. Ajay Mittal who is secretary Information in the center would retired on Feb 28, 2018, 1982 batch IAS officer additional chief secretary Mr. Vineet Chaudhary to be retire on Sep 31 2018 and 1983 IAS officers Addtional Chief Secretary Ms Upma Chaudhary and Mr. A.R. Sahibhag Singh to be retired on 31 Dec 2019.

    Mr. Pharka wsa born on 15th October, 1959 in Pooh village of Kinnaur district, his schooling happen in Government High School, Pooh and did graduation from St. Stephen’s College, Delhi. He did MA in International Studies and MBA from Australia.

    He was inducted in IAS on 13th October, 1983 and started his career as SDM, Rohru. He has served the Himachal Pradesh Government in various capacities including Deputy Commissioner of Shimla, Chamba and Lahaul-Spiti districts, Revenue Commissioner of all the Divisions of the State.

    Mr. Pharka remained Principal Secretary, Agriculture, Horticulture, Administrative Reforms, Training and FA, Animal Husbandry, Fisheries, Social Justice and Empowerment, Youth Services and Sports. He also served as Director, HIPA besides many other important postings. He was promoted as Additional Chief Secretary on 4 March, 2014 and held the charge of Tourism & Civil Aviation, Tribal Development and Information & Public Relations Department.
