Humane Society International launched animal fighting tip-line in Himachal Pradesh

In a move to counter incidents of animal fighting organized in the state of Himachal Pradesh, the Humane Society International, India  launched a tip line that would enable locals to anonymously report incidents of animal fighting.

The launch came after a recent order passed by the Himachal Pradesh High Court at Shimla in which the judgment reiterated the Supreme Court’s ban on animal fighting.

The Managing director of HSI/India Ms. N.G. Jayasimha said that “Animal fighting is a cruel, criminal activity and animals undergo immense physical pain and psychological stress during these bloody events. Further, the sole intent of organizing these activities is the illegal betting on animals that goes around during the events. Through this tip-line, we can plan to root out animal fighting from every dark corner where it festers and we encourage anyone with information about animal fighting to call this tip line, help us put violators in jail and put a stop to this cruelty”.

Animal fights are a violation of laws as well as several judgments of the courts in India.Section 11(1) (m) (ii) and (n) of the Prevention of Cruelty to Animals Act 1960, make participation in and conducting of animal fights a punishable offence. On 7th May 2014, the Hon’ble Supreme Court of India passed an order in the case of AWBI vs. Nagaraja & Ors, prohibiting all animal races and fights and has directed the government as well as the AWBI to prevent infliction of unnecessary pain and suffering to animals and ensure that no animals are incited to fight against any human being or another animal.

The Apex Court has also placed special emphasis on the duty of persons having charge of animals, as per the Section 3 of the Prevention of Cruelty to Animals Act 1960. Humane Society International urged anyone who has information about animal fighting events to call on the number +91 7674-922044 in order to raise an alarm in violation of court order in the state. Animal rights group was waging the battle to stop the cruelty against the animals in captivity and wild as in 2014, following a petition filed against cockfighting, the Bombay High Court reiterated a ban on it in the State of Maharashtra.

In 2014, the High Court of Madras in case of S. Kannan vs Commissioner of Police declined permission to a cockfighting event in a temple festival and suggested the prohibition of cockfights in the state of Tamil Nadu. In the year 2015, after HSI India’s intervention, the Supreme Court of India ruled against a petition to lift a ban on cockfighting in Andhra Pradesh. Following HSI India’s intervention, the State Government of Assam directed the Deputy Commissioners of all districts and the Commissioner of Guwahati to ensure that no animal fight events are organized there especially buffalo fights and bulbul fights.
