Opposition boycott proceeding seeking adjournment motion

Opposition BJP in state assembly today boycott proceeding of house after failing to get assurance from the chair to allow it adjournment motion on the statement made by Congress legislative party leader Ram Kumar against Chief minister Virbhadra Singh.

As the house commenced for the last seating of this session for the question hour today, Mahinder Singh of BJP wanted to know ruling of speaker over their adjournment motion.

Speaker Brij Behari Lal Butail said that he had received the motion but could not allow as it is under judicial review, this agitated the opposition and they insisted to discuss the issue in the house before question hour.

Parliamentary Affairs Minister Mukesh Agnihotri read stating that it is clear in the rule of house that any matter in the court scrutiny could not be raised in the house.

As speaker asked for the question hour, all the members of opposition stood on their seats this also witnessed sharp exchanges between member of the two sides.

Mahinder Singh said in the house that Ram Kumar has stated in the court and media report also highlight this that he was booked on direction of Chief Minister Virbhadra Singh.

Ravinder Singh Ravi said that one year state government have virtually come to dock with this allegation and could not evade this matter by taking support of rules.

When Speaker asked the opposition members to join for the question hour resuming peace in the house, Mahinder Singh said that they would relent if their motion is allowed.

As chair did not concede their frequent request the noisy scenes continue in the house when Chief Minister want to make statement over this issue opposition member resorted protest raising slogan forcing Mr. Singh to resume their seat.

Speaker conducted the entire proceeding amid opposition boycott as they trouped in well during the question hour.

The ministers and members of treasury bench were in the state of chaos as they could not hear the question put up by Congress member.

On the concluding note Chief Minister made a detailed reply over the accusation leveled against him by BJP members during the session but noting could bear in the din. All the business and three matter raised under rule 324 by the Maheshwar Singh (HLP-Kullu) and Pawan Kajal (Ind. Kangra) were also raised and replied by concerned minister in the house before it was adjourned sine die.
