H.P. Assembly budget session from today

Himachal Pradesh Legislative Assembly Budget Session would commence in Shimla from today which is likely to remain stormy, as number of burning issues are to be raised in eighteen days long sittings of the house.

Speaker of H.P. Legislative Assembly B.B. Butail told media persons that State Chief Minister Virbhadra Singh would also hold portfolio of finance to present the state budget for year 2013-14 on March 14. Mr. Singh would present report of economic survey of Himachal on March 13 and he would also lay state CAG report on state accounts of year 2011-12 during this session. The house would discuss and pass general and supplementary budget. He added, “The members would raise more than 300 questions and are likely to take part in 4 to 5 discussions before it will declare sine die on April 09, 2013. The house would be adjourned for four-day break on Mar 22, 23, 24 and 25”.

The house is likely to elect Deputy speaker for 12th Legislative Assembly Session as name of Jagat Singh Negi has been projected for this coveted post as it was still laying vacant in the assembly. The BJP have strength of 26 members in the house who could claim this post during the election but Congress seemed unrelenting over this move.

Chief Minister is also expected to introduce newly appointed cabinet minister of Panchayat Raj, Rural Development and Animal Husbandry, Mr. Anil Sharma in the house with which the total strength of Mr. Singh’s cabinet has gone to eleven in the state.

The session is likely to remain boisterous as both the ruling and treasury bench  members are expected to lock their horn over issues like phone tapings, reversal of 6 month decisions taken by last BJP rule, deleting and removing name of former Prime Minister Atal Bihari Vajpayee from state and center government run schemes, cancellation of 28 acre land leased out to Yog Guru Baba Ramdev at Sadhupulah in Solan, probe into allowing purchase of land to Aam adami party member Prashant Bushan at tea estate in Kangra and  allotment of land to HPCA hotel at Dharamshala by last BJP rule and massive transfer of employees and officials during present rule.

The people, especially youths and employees were expecting slew of measures from Mr. Singh 2013-14 budget as Congress had promised number of things in party electron manifesto in 2012 like Rs. 1000 per month unemployment allowance to all 10+2 and Graduate unemployed youths of state, free laptops to exceptionally well 10,000 students of  10, 11 and 12th classes under Rajiv Gandhi Digital Student Yojana, special learning lap to first position securing students of 8th class in every school,  restoration of State Administrative Tribunal winded up by last BJP rule and hike in social welfare and pensioners with age.
