Shimla (Mar 7): Pro-environment NGO Himalaya Niti Abhiyan (HNA) has alleged that Harper Micro Hydel Projects in Kullu is being established by manipulating law and set norms and by misleading local farmers.

Convener of HNA Gumman Singh in a press statement released here today alleged that government officials were party to this and favoring developers. “People of the area are traditional users of the water and are dependent on the river for irrigation and drinking water needs. The Continental Intra Tech Co. is the developer of the project and has sought police protection for construction. Local farmers have demonstrated against the project many time and also submitted memorandum to government.” he alleged.

After the locals’ protest, Kullu deputy commissioner had constituted a committee under the chairmanship of SDM Kullu to hear the grievances and objections of the local farmers in April, 2010 and the committee visited the sight at Haripur on 29 April 2010, Singh added. “Thousands of people were present in the public hearing. All present at the gathering opposed the said project in one voice but the report of the committee did not reflect the people’s view in its finding and supported the developers.” he claimed.

He claimed that the panchayat did not issue NOC to the project and that local farmers were harassed by police and false cases were registered against 38 persons four times. Officials are favouring developer and illegal seeking financial gains. Seeking an inquiry into Haripur Nala Hydro Project and all other such projects, HNA has asked for a special investigation team (SIT) to probe legal irregularities committed by official and developers.
