HP proposes Rs3300 Cr. annual Plan for 2011-12

Shimla: Himachal Pradesh is proposing Rs3300 crore annual plan for the year 2011-12. This was revealed by Chief Minister Prem Kumar Dhumal, while initiating the discussions for annual plan formulation with MLAs for next year here today. In the forenoon session, MLAs from Sirmaur, and Solan discussed their priorities for the year 2011-12.

Reiterating his government’s resolve for speedy and uniform development of the state besides ensuring socio-economic justice to all, Chief Minister said that roads, education and health have been accorded topmost priority by the government, besides generating resources and employment opportunities especially of self employment in the state.

Chief Minister Prem Kumar Dhumal said that Himachal Pradesh had attained first position in the implementation of 20 Point programmes in the year 2009-10 by getting cent percent marks and added that people of the state and implementing agencies deserved special appreciation for it. He said that with a view to bring a spirit of competition amongst districts, the state government had also adopted inter district evaluation of 20 Point programme from the last year and decided to give an incentive of Rsone crore for attaining first position in the state.

He said that on the basis of this, districts of Una, Kangra, Mandi and Bilaspur had shared the prize during the year 2009-10 and each of these districts had been given Rs25 lakh as a promotional incentive. He appealed to MLAs to participate in planning development and 20 Point programme review meetings in the districts so as to achieve tangible results. Expressing concern over 13th Finance Commission recommendations, Prem Kumar Dhumal said that it had not taken the liabilities of the state on account of pay scales revision, Pension and Interest in the right perspective. He said that 13th Finance Commission had given a non plan revenue grant of Rs7888 crore whereas the 12th Finance Commission had given a grant of Rs10.202 crore. He said that state government had taken up this matter with the government of India again and demanded Rs2500 crore as central assistance and Rs1500 crore as special plan assistance for the state for the year 2011-12.
