Shimla (Jan 18) Enrolments of residents of the State would be launched by Prof. Prem Kumar Dhumal, Chief Minister on January 25, 2011 from Hamirpur, said an official spokesman of the State Government.

He said that ‘Aadhaar’ is a 12-digit unique number which the UIDAI will issue to all residents who enroll with the authority. The number will be stored in a centralized database and linked to the basic demographics and biometric information-photograph, ten fingerprints and iris of each individual.

The ‘aadhaar’ number can provide benefits ranging from opening a bank account to having a mobile connection, to disbursing pensions to checking leakages in the system, he added.

He said that ‘aadhaar’ would be easily verifiable in an online, cost effective way, unique and robust enough to eliminate the large number of duplicate and fake identities in government and private databases and a random number generated, devoid of any classification based on caste, creed, religion and geography.

The spokesman said that the State of Himachal Pradesh had entered into a Memorandum of Understanding with the Unique Identification Authority of India.

He said that for the purpose of enrolment, the State has been divided into four zones to have equitable number of residents, District Kangra and Chamba, District Una, Hamirpur and Bilaspur, District Mandi, Kullu and Lahaul-Spiti and District Shimla, Solan, Sirmaur and Kinnaur.

He said that each zone is being looked after an Enrolment Agency which has been selected by following a duly laid procedure. No EA has been given more than one zone.
In consultation with the respective District Administration, the movement of the enrolment party has been worked out panchayat wise.

Enrolment centers will be established at panchayat level with prior information to the residents through information, education and communication.

Each enrolment station will be equipped with a kit of two laptops, a finger print scanner, an iris scanner and a camera. Duly certified operators, after passing the test, will carry out the enrolments to ensure quality.

The residents are advised to bring EPIC, Ration Card, PAN card, Driving License, Bank Account Pass book, LPG book, NREGA job card and a copy of the receipt of National Population Register. For any query one could call the toll free contact centre of UIDAI at 18001801947, he said.

He said that Principal Secretary, Planning is the State Nodal officer for the project and the Director, Food and Civil Supplies, Government of Himachal Pradesh has been appointed as the Registrar for this project.

Registrar is responsible for implementation of the project in the State. The project is being monitored by the UID Implementation Committee under the chairmanship of the Chief Secretary in a mission mode, he said.
