Single Umbrella Committee proposed for approval of construction

Shimla: A Single Umbrella Committee would be constituted for approval ofconstruction in municipal corporation area of Shimla town to ensure planned construction in the state capital besides providing relief to the people from cumbersome procedure to secure approval of the map. This was proposed in a cabinet sub committee meeting held here today under the chairmanship of Revenue Minister Thakur Gulab Singh. Thakur Gulab Singh said that the cabinet sub committee also proposed to constitute Heritage Advisory Committee to consider and recommend cases of construction and map approval to the Single Umbrella Committee for final approval. He said that the committee would meet at least once in a month and ensure speedy disposal of cases. It was decided that whole map approval process in the municipal corporation area would fall under the domain of Single Umbrella Committee.

 He said that the Heritage Advisory Committee would be headed by Director of Town and Country Planning with eminent architects, urban design architects and historians as its members. Revenue minister said that the maps for construction of houses outside the municipal area would be approved by the ‘Empanelled Architects’. He said that qualified architect would be registered with the Town and Country Planning Department and would be authorised to approve maps. He said that the applicant would thereafter be required to file his case before the SADA authority. Thakur Gulab Singh said that it was decided by the cabinet sub committee that the Town and Country Planning would henceforth no longer accord building plan permission as the power of same would be vested with the urban local bodies. He said that the Town and Country Planning Department would function as a ‘Monitoring and Inspection Agency’ for planned and regulated development of the State.
