Himachal adjudged best state amongst big states

Shimla (Nov 19): Himachal Pradesh has been adjudged as overall best state amongst big states in the country in the ‘State of states’ survey-2010 conducted by India Today magazine. This is for the first time that Himachal had been adjudged best state in overall performance.

The state has also been adjudged best in education, investment and macro economy while it is among the top states in the ountry in agriculture, governance, infrastructural development and  consumer markets as per the survey. It has also topped in housing development programmes. The state has registered an annual growth of 8.1%, which is equal to the industrialized states like Maharashtra.

Vice-President Hamid Ansari presented the award to Chief Minister Prem Kumar Dhumal at a ceremony organized by India Today group in New Delhi today. Chief Minister on the occasion said that the government has focused its development approach towards rural areas and was ensuring that the common man benefited from government programmes first.

Ruing lack of resources, Dhumal said majority of centrally-sponsored schemes are transferred to the states after a short period to be managed through their own meagre resources, which constraints the scope and impact of such schemes. He said that central govt was concentrating all powers in its hand, which was proving detrimental to the federal structure of the country.

He said that 13th Finance Commission had grossly miscalculated the committed liabilities like pay, pension, interest, etc of the state, which had made great loss to the state. He said that while every state received enhancement of around 125 per cent in revenue from the 13th Finance Commission, on the other hand Himachal Pradesh got only 50 % increase in its revenues, which was lowest among  all the states in country. He said that Centre should not discriminate states on  political considerations.
