Himachal hails amendment in Prevention of Torture Bill

Shimla (Oct 7): Himachal Pradesh Chief Minister Prem Kumar Dhumal has welcomed the adoption of Prevention of Torture (Amendment) Bill-2010 by the Centre, aiming to protect human rights by making its perspective wider.

Earlier the legislation had ensured a maximum imprisonment of up to 10 years with fine, but lacked the provisions for minimum imprisonment to the culprit. The Himachal Pradesh government had suggested inclusion of a minimum imprisonment of three years in addition to earlier provisions.

Expressing solidarity with the amendment, Dhumal said that the Bill would be instrumental in checking corporal punishment by various authorities and provide people clean, transparent and efficient administration. “The Bill would ensure no violation of human rights in government offices and provides punishment for torture inflicted by public servants or any person with the consent of public,” he said.
