All three organs of Constitutions, media rot in corruption: Justice Hegde

Shimla (Sept 30): All the three organs of Indian Constitution – legislature, executive and judiciary – and also the media are being eaten up by the devil of corruption. This was said by Lokaukta of Karnataka Santosh Hegde, known for his resolve against corruption, while delivering a lecture on “Democracy at the crossroad in India” organized by Himachal Judicial Academy on the occasion of ruby jubilee year celebration of Himachal Pradesh High Court, here today.

He pointed out that when Constitution was drafted its founders were in doubt about integrity of its functionaries, that’s why they drafted the Corruption and Prevention Act, 1947 to nip the problem in its infancy but, despite this the rot of corruption inflicted the legislature in early fifties and sixties. He said “the fate of Lokaukta was evident today as it is functioning in few states; moreover at the center Lokpal was never appointed. He said that when corruption became rampant the 2nd Administrative Commission was set up in 2007 but the day to day news items shows that how fast public servant and political leaders are amassing wealth.”

Highlighted the rotting executive of the country, he stressed the need to bring transfer of officials out of the ambit of political bosses so that honest official could function without any fear of transfers. Justice Hegde said that most of the executive members work in tandem with corrupt leaders and further succumbs before them. He said that it is evident today that out of one rupees only 15 paise is reaching to the lowest tire for development and everyone know where 85 paise goes.

Hailing Himachal Pradesh High Court bench of judges for declaring their property and assets, he said that judiciary is also not free form corruptions. He pointed out that conviction rate of corruption cases is in between 22 to 23 percent, which shows that judiciary also fails to deliver.

He said that media is also being losing the faith of people as there were reports in some papers that some news papers are being used by the political leaders to write articles in favour of them to gain in elections.

In order to address the menace, he suggested the need to change the criminal and law to adopt ‘zero tolerance’ against corruption.

He said that he has launched the crusade of against the corruption as he was visiting young minds of country has been delivered lectures in 180 education institutions so far and efforts are on as he rest some hope from the coming third generation form now as “light at the end of tunnel is there” as coming generations expected to not tolerate this menace.
