Dharamsala: Indicating at the rot that has set in within the education system in Himachal Pradesh, the state police have arrested a person for masterminding a racket to make school education certificates available without the students appearing in the exams. As of now, 182 such cases have come to light where students got certificates without writing exams.

With the arrest of Ashwani Dogra of Kangra on Thursday, who was running Divya Jyoti Academy near Gaggal, the police claim to have unearthed a well-planned racket that may have been running successfully for past at least 5 years. Investigations have revealed that most of the students who procured certificates without having appeared in exams were allowed admission as special cases on the pretext of late fee, which indicates that Himachal Pradesh School Education Board officials too may be involved in it.

What is more surprising in the fact that the accused was running a school at the same place under the same name, which was closed down five years ago on court orders for violation of norms. As if putting up a challenge to law enforcing agencies in the state and the education system, the accused very conveniently renames has school as an academy, and surprisingly no one suspected him. It may be remembered that hundreds of such academies are running across the state that enroll students just like any normal school and have strength in hundreds, but make their students appear as in board exams as private candidates.

Police also confirmed having arrested a woman for having procured a certificate without writing exams, while all other addresses of students have been found to be fake. As of now, it has been found that 63 class X, students, 74 class XII students, 30 class XI and 13 class 15 students ‘bought’ certificates from the academy.

As per the information being received from the entire state, the owners of the operators of the Private Schools, being run by them almost in very village / Panchayat by the un-employed youths all are involved in such activities. They charged Rs.25,000/- to one lac rupees from each such students right from 8th Class , 10th Class,11th Class and 12th classes. The Education Board , the police Department, Education Department and the State Government must entire this biggest episode threadbare so that this racket could be unearthed. The income, assets etc. of such private School owners, their teachers should be screened and if found excess, the properties and assets / bank accounts be sealed and action under law should be taken against such bad eliments.Sita Ram Dhiman, Sr. B.S.P.
