Himachal to again approach SC over non-implementation of Punjab Reorganisation Act

Shimla: The monsoon session of the 11th state Assembly commenced today with the House expressing condolences to the victims of Leh flashflood victims, and paying tributes to former vice-president of India Bhairon Singh Shekhawat and former Congress MLA Rajinder Singh.

Meanwhile, Himachal Pradesh government has decided to again approach the Supreme Court after failing to resolve the long pending issue of settlement of state’s share and assets in Bhakhra and Dehar power projects in the wake of non-implementation of Punjab Reorganisation Act.

Responding to a query of Gangu Ram Musafir (Congress, Pachhad) in the Question Hours today, Chief Minister Prem Kumar Dhumal said that no solution came out from the ‘out-of-court settlement’ with stakeholders and the Union government. He said that the Union government did not withdraw its affidavit in which the centre had been wrongly claiming that the Act had been implemented after organsing meeting with concerned parties soon after it was enacted. The CM apprised the members of the House that the Union government “seems not interested to withdraw the affidavit and the state would re-nock the doors of Supreme Court soon”.

Responding to the supplementary query of Kaul Singh Thakur (Congress, Drang) the Chief Minister said the state government was going to sign a MOU with Punjab tourism department to construct Anandpur-Naina Devi ropeway, which would be 3.6 km long and will be built at an estimated costs of Rs 64.89 crore.

The Chief Minister said that the state government had raised the issue of commissions being charged from apple and fruit growers of Himachal Pradesh at Azadpur market and it had also take up the matter with the Delhi High Court. Dhumal said that the court asked to validate the documentary proof in support of the state’s claim that commission was being charged. He added that commission agents were not issuing any chit and documentary proofs after charging commission from the farmers and as soon as any valid document of charging commission would be provided or procured by the farmers to government it would be brought before the court.

Urging the opposition to use its goodwill with its own party regime in NCR Delhi, Dhumal also drew the attention of the House toward the new move of Delhi government to dilute the amend the law which debars commission agents from charging market fee from vegetables and fruit growers.
