Shimla: In view of Chief Minister Prem Kumar Dhumal’s suggestion in his address during the 40th anniversary of Himachal Pradesh University to have some blueprint for the future growth of the institution, Chaudhry Waryam Singh Bains, member of Non-Teaching Employees Constituency (NTEC), has advocated the need for the  document to be titled as Vision-2020.

In a statement released to media here today, he also asked the university authorities and concerned functionaries in the state government to resolve the matter of pay-fixation, which was pending for the last 16-17 years by taking the issue to the state council of minister in right perspective.

In the matter of UGC pay-scales in respect of administrative officers of the univeristy, Bains pointed out that pays-cales conveyed by the state government and further adopted by the university are not only contrary to the judgment of Himachal Pradesh High Court delivered in a case recenlty, but also a departure from past practice.

He suggested that recruitment of staff would take time and therefore the best alternative to provide requisite manpower in the examination wing could be filling-up of the vacant posts of clerks by promotion from amongst all eligible class IV officials in view the pace of resultant vacancies falling due to retirements taking place every month. The VC assured to look into the proposal in the right perspective.
