Himachal high court issues notice to govt in Aman Kachru ragging case

Shimla: Taking suo motu cognizance of media reports, the Himachal Pradesh High Court today issued a notice to the state government and the four students accused of ragging medical student Aman Kachru, leading to his death last year.

The accused were granted bail by a local court last week after 16 months of custody. Issuing the notice, Justice DD Sood said: “Why the bail granted to the accused should not be cancelled.”
The judge directed the government and the accused to file their reply by the next date of hearing July 24. He also directed the government to ensure that the accused – Ajay Verma, Naveen Verma, Abhinav Verma and Mukul Sharma – would be present in the court on the date of hearing.

Aman, 19, died on March 8, 2009, a few hours after being allegedly ragged by four final-year students of the Rajendra Prasad Medical College at Tanda town in Kangra district. Subsequently, they were arrested.

A fast-track court of Dharamsala granted bail to the accused on July 17. The state government had not only ordered a magisterial inquiry into the cause of Aman’s death but also passed the Anti Ragging Act, providing for stringent punishment in such cases. The magisterial inquiry into the incident concluded that Aman Kachroo died due to injuries sustained in ragging on March 7 and also held the principal of the college Suresh Sankhyan responsible for it.
The inquiry report pointed out that Kachroo was subjected to intense physical ragging in the early hours on March 7.

Rajinder Kachroo, father of Aman Kachroo, has expresse disappointment over the bail to the accused and said it was a setback for the campaign against ragging. “Definitely, it’s a setback; I am highly disappointed by the latest court ruling. It certainly gives a wrong message”, he had said.
