Court refers abetment to suicide case to CBI

Shimla: Giving respite to the victim family seeking CBI inquiry into alleged role of a senior IPS officer in their daughter’s suicide, the Himachal Pradesh High Court today referred the case to CBI for a fair and impartial trail.

A division bench comprising Chief Justice Kurian Joseph and Justice Deepak Gupta today transferred the case to CBI. The court was hearing two separate petitions filed by the victim’s father and by the maternal uncle of the deceased girl, demanding CBI investigation, alleging that the booked IPS officer belonged to the same state police cadre which was being entrusted investigation by the government. As the case came up for hearing this morning, state counsel objected to parallel media trial by the petitioners. “Even the family members of the victim were not cooperating in the probe being conducted by the police,” he said.

Justice Joseph observed: “It would be more appropriate that the investigation should be conducted by an outside agency – the CBI.” The government had ordered a Criminal Investigation Department (CID) probe into the suicide case earlier.

28-year-old Ritu, who was working as a lecturer at a local college here, had hanged herself from a ceiling fan at her residence at Danda near Totu on March 28, 2010. She reportedly hanged herself after her bid to marry Inspector General of Police (IGP) Pradeep Kumar Sarpal’s son Sidharth was rebuffed. Her relatives alleged that she committed suicide after the Sarpals refused to let her marry their son.

Sidharth, a sub-judge in Mandi district, and Ritu were known to each other for 15 years. As per the first information report, Sarpal, his son and some policemen entered Ritu’s house after her suicide and tried to tamper with evidence. None of her relatives was present in the house then.
