Shimla: Chief Minister Prem Kumar Dhumal today said the enquiry into the reported incident of ragging which took place amongst the students of Bishop Cotton School (BCS) over some altercations, has found out that it was only a skirmish. He said that the fact finding report received by the government from Shimla DC states that the incident was only s skirmish over shifting of beds of students in dormitory and not ragging or bullying the junior resident students. He said that one newcomer junior student was finding himself out of place with the new school environment, which caused confusion.

The Chief Minister said that the headmaster of BCS had ordered detailed fact finding enquiry into the incident and reported the same through the Deputy Commissioner with facts and figures alongwith the statements of the students named in the incident. He said that all named students denied their involvement in any such incident which actually had not taken place at all.

Dhumal said the state government was committed to make Himachal Pradesh a ‘Ragging-free State’ in real sense, hence promulgated a legislation to the effect to make ragging a cognizable offence punishable with fine and imprisonment under the provisions of the Act. He said that zero tolerance was being exercised in all such cases besides directing the law and order authorities to take strict action against students involved in ragging activities in educational institutions functioning in public and private sector.
