    1. Those who are helms of power in Dharmshala or in state government should not convert Dharmshala into Shimla. Both town has their own uniqueness . But some elements which is not interested in the planned development trying to follow Shimla however the town ship is totally urban for centuries. Dharmshala surrounded by most of villages become merged areas soon. It should be marked with red line. People living in merged areas often lack road, water, sanitation and other civic amenities however the would have to pay same taxes as new tax regime was enforced by the Congress and BJP government on people. It means pay tax but not expect anything. Mend your way to live in planned area.
