Land records of 19,352 villages computerised

Himachal Pradesh has achieved milestones not only in participation of IT Industry but also in application of IT tools in administration and extension of citizen services. The state government has introduced e-governance in almost all the government departments to enhance efficiency and quality of services.

Land records have been computerised with the help of Him Bhoomi, which is a unique software and helps generate the next Jamabandi and related records after amalgamating changes due to mutations, and changes observed in harvest inspection, automatically. This has helped in streamlining land record maintenance and contributed towards uniformity in record keeping. This Software is under implementation in 12 Districts and 77 Tehsils are operational for issue of Records of Rights and undertaking online mutations. Data entry for 19,352 villages out of 2,068 villages has been completed. The state was awarded the Finalist Stockholm Challenge Award this year for land records computerisation system software.

The HimRis (Himachal Registration Information System) software which is running in various Tehsils in the State is a work flow application and helps the Sub-Registrar Offices to undertake deed registration in an efficient, simple and speedy manner. HimRis is a self sustaining e-governance project ensuring simple, uniform document registration process with a guarantee to return original document after registration and archival within same day. Through HimRis all types of deeds can be registered and it Covers Registration of all different kind of deeds. The State was awarded the Golden Icon Award for Professional Excellence for Process Re-engineering this year.

The E-Praman (Certificates Issuance System) software is a system wherein within minutes the applicant visiting the Tehsildar/Sub-Divisional Magistrate can obtain the desired certificate in a neat, structured and standardised form on the submission of the application. It is already running in 39 Tehsils and 22 Sub-Divisions of the State.

The official website of the Himachal Pradesh Government has been developed by NIC as a web-portal covering all aspects related to the Government of Himachal Pradesh. Special emphasis has been laid on the e-governance and G2C (Government to citizen) services aspect. Sixty-six websites of various Departments, Corporations, Districts, Boards, and educational institutions have been developed so far and being maintained by regular updation of content. The State was awarded Silver Icon Award for Best Website from e-governance point of view for this.

Examination results of the HP Board of School Education are being published successfully since last four academic years. The results of plus two, plus one, matric and middle classes of the Board are published regularly on the website and made available to students on the IVRS, Website, Touch Screens, LokMitra Kiosks, SMS through mobile service providers. About five lakh students access their results through these modes.

The web enabled hotels reservation system software has been developed for meeting the requirements of any group of hotels at different physical locations for advance reservation through travel agencies/hotels and by general public over the Internet. The software is web-enabled and takes care of instant reservation of HPTDC hotels through marketing offices/hotels located at different locations in India, HPTDC hotels, and travel agents and is also accessible over the Internet at http://hptdc.nic.in to the general public for reservation of accommodation.

Video Conferencing facility is presently available in all the districts of Himachal Pradesh and the facility is established at Chief Minister Secretariat as well. The facility is being extended to the remote tribal sub divisions of Pangi, Bharmaur, Pooh and Kaza also. VC studios have been installed in 10 districts and four tribal sub divisions of Bharmaur Pangi, Pooh and Kaza. The VC set ups can be used to provide data connectivity as well, if need be. With this installation, Himachal Pradesh is among a few states whose all districts are connected to each other through DAMA Video conferencing network. The facility is being extensively used by the State Government departments for redressing the problems and discussing monitor various projects and other developmental works directly.

These efforts of the State Government have not only improved the quality of services but also brought about transparency in the governing system which has also contributed towards empowerment of the public.
