After separation of political power vested in Tibetan Spiritual leader the Dalai Lama, Tibetan new Kalon Tripa (prime minister) Lobsang Sangay has been categorically, unequivocally and consistently stated that he was ready for a meaningful dialogue to resolve Tibet issue anytime anywhere but due to lack of response from new Chinese leadership it has been delayed, an official of Central Tibetan Administration said.

A spokesman of Central Administration of Tibet Lobsang Choedak told that after nine rounds of talk from 2002 to 2012 dialogue is in stalemate as it has been failed in 2012, while Tibetan Spiritual leaders Dalai Lama’s envoys resign due to lack of response from the Chinese government.

During the course of nine rounds of Sino-Tibetan talks since 2002, the Tibetan side has presented to the Chinese leadership a memorandum and note seeking genuine autonomy for Tibet as enshrined in the Chinese constitution and law on Regional National Autonomy. The ninth round of talks was held in 2010.

“It is clear to know that our leadership is committed to middle way policy if they have political willingness we are ready to send envoys anytime anywhere for a meaningful dialogue after taking over as leader of Tibetan People Kalon Tripa Mr. Sangay has unequivocally and consistently stated that Dharamshala is ready to engage in meaningful dialogue with Beijing”, Mr. Choedak told.

“We have Tibet Task force on Sino-Tibet negotiation as this force helps the envoys in dealing with talk meet under leadership of Prime Minister Dr. Lobsang Sangay from 5 to 7 September recently in Dharamshala”,  he said.

It discussed about the situation prevailing in China under change in leadership and future course of action by the task force. It said that they still follow midway policy and are not seeking independent and freedom from the Chinese main land. The penal deliberated on and review of overall prevailing situation in Tibet and prospects of dialogue process among the core agenda. The task force has been expanded with inclusion of six new members.

The new members are former Kalon Tripa Prof. Samdhong Rinpoche, Kasur Lobsang Nyandak, Mr. Tashi Phuntsok, Secretary of Department of Information & International Relations, Mr. Sonam Tsering Frasi, former member of Tibetan Parliament-in-Exile, Mr. Phagpa Tsering, Deputy Director of Tibet Policy Institute and Mr. Kunga Tashi, Chinese Liaison Officer, Office of Tibet, New York.

Other members present at the ongoing meeting include former Special Envoy Kasur Lodi Gyari and Envoy Kelsang Gyaltsen.

After taking over as Prime Ministers of Tibetan Government in exile, a political head  of Tibetan people by Mr. Sangay there seems no tangible progress to bring both the parties on the round table talk following lack of response from Chinese side not responding to the offer of future talk. However, Mr. Sangay hopes for political solution of Tibet issue.

The spurt in the self immolation by the Tibetan youth and engagement of Beijing in election of new leadership almost put the dialogue in stalemate. But both of them are yet far away from any possible negotiation in the future.
