Minimum functional days to be made compulsory in Parliament : Speaker

Lok Sabha Speaker Meira Kumar yesterday said that minimum functional days should be made compulsory during the session to transact the important business in the house as some progress is already being made after convening meeting in this regard.

Interacting with the media persons at side line of HP Assembly dinner on the occasion of culmination of Golden Jubilee Celebrations of Himachal Pradesh Vidhan Sabha, she said that a meeting had been held with various political parties to fix minimum functional day to complete the important business of the house and there is complete agreement between all the parties.

She said that it is necessary to have functional days so that important business could be completed without disruption as the efforts are still continued to make consensus among stake holders yet.

Ms. Kumar said that some progress has been already made but the final outcome is yet to be there after further meeting with the concerned political parties to decide the number functional days.

She said that due to frequent disruption in the house, some times they are not able to complete the business and such minimum functional days should be their to make mandatory on the part of members to join in-house proceedings.

Earlier she told media persons that Golden Jubilee Celebration is a milestone journey of democracy in the state and she was glad to address the special session.

The speaker earlier arrived on a two-day visit to the capital of the state after enjoying a ride of Heritage Toy train to here from Kalka in Haryana.

Speaking to the waiting reporters at the Shimla railway station after alighting from the train, the Speaker said the people of this hill state reposed great interest in the democratic setup as state assembly was celebrating 50 years of its inception.

“It was my long cherished dream to travel in the Heritage Train from Kalka to Shimla and I had good experience of it as I enjoyed and enthralled with scenic beauty of Himachal Pradesh,” Ms. Meira Kumar said.

The Lok Sabha Speaker would make an overnight stay at Peter Hoff hotel and is expected to visit Indian Institute of Advance Study(IIAS) and few other historic places.

Ms. Kumar is second public dignitary who would address the special session of the Assembly. Earlier on May 24 this year, President Pranab Mukherjee had addressed the legislators of the assembly.

Former President APJ Abdul Kalam also addressed the August house on December 23, 2004. The State Assembly building renowned as Council’s Chamber was built up in 1920 by the Britishers. It housed central assembly of Raj Day, followed by Punjab Assembly, Akaswani Bhavan and now Assembly secretariat.
