Himachal high court seeks report on destruction of 75 units of blood at TMC

Shimla: The High Court of Himachal Pradesh has directed the principal secretary (health) to submit a report on the destruction of 75 units of blood by the blood bank of Dr. Rajendra Pradesh Medical College, Tanda, near Dharamsala and other related issues. Taking cognizance of a plea based on news reports published in The Hindustan Times, The Indian Express and The Tribune, the High Court has sought the report on administrative side. The high level probe ordered by the government is already underway.

This issue was widely covered by the print and electronic media on 26th October, 2010, when Ajai Srivastava, a noted human rights activist and the chairman of Umang Foundation addressed a press conference and released the copy of a letter written to Chief Minister Prof. Prem Kumar Dhumal in which he had demanded a thorough probe in to the matter. In the letter it was said that the dumping of blood was an insult to donors and crime against humanity. He said that a scientific blood banking system does not exist in the state resulting shortage of blood in some blood banks and destruction of the same in other blood banks.

Ajai Srivastava said that on 24th February, 2010, the office bearers of Umang Foundation had a three hour long meeting with Dr. Rajiv Bindal, health minister, in which a number of issues related to unscientific blood banking in the state were raised. All the senior officers of health department including principal secretary and director were present in the meeting. Srivastava insisted on interlinking of all the blood banks and even suggested the use of software which was in use in some states.

He also expressed concern that Chief Minister’s public announcement on 11 December, 2009 at the Ridge in a function of the Foundation, to set up a 2-3 bedded special ward exclusively for the children with Thalassemia at the Indira Gandhi Medical College, Shimla was not fulfilled.  The minister gave assurance to take immediate corrective steps. But no out come of the meeting surfaced even after eight months passed.

He informed the chief minister that the statutory regulatory body for blood transfusion services in the state was defunct since it came in to existence and the H.P. State AIDS Control Society, which was looking after all blood related affairs, has created a mess in the system. He demanded an immediate high level inquiry in to the matter. Srivastva’s press conference was prominently covered in the dailies.

Health Minister Dr. Rajiv Bindal called a meeting and after reviewing the situation, he ordered a high level inquiry in to the matter. The Principal Secretary (Health) was appointed head of the four member inquiry committee and the project director of AIDS Control Society included as a member. Umang Foundation chairman took exception of it and wrote a letter to the Health Minster to replace these two persons of the committee for an impartial probe. But the government did not respond to this demand.
