Panchayat polls: Complaint against officials

Mandi: Violation of service rules/transfer policy while appointing class one official has surfaced in Mandi district. In this case, two important posts are being held by persons of the same town/district. Realising this, local residents have raised an objection to it and have written letters to the Chief Election Commission (HP) to take action to transfer these officials keeping in mind the forthcoming panchayat elections.

While officials with political clout generally manage to have postings of their choice, and then sit there for ages even if complaints are made against them, people have now started approaching election officials to find an alternative route to make them adhere to rules. It has been pointed out that as these officials are locals, they may take decisions to favour a particular political party.

A complaint has been lodged against PR Dhiman, programme officer of the social justice department in Mandi (also holding additional charge of district welfare officer), with the election commission by president of the Himalayan Handicapped Association Hemlata Pathania. She has alleged that the said officer may work for a particular party during the forthcoming elections.

Similarly, Tara Chand, who is a superintendent at the Dharampur BDO office in Mandi, has also been holding additional charge of BDO, whereas a BDO cannot be posted in his or her home block. Dharampur Youth Congress head Bhupinder Singh has complained against Tara Chand to the election commission seeking his immediate transfer.
