No new panchayats before Census

Shimla: No new panchayats would be constituted in the state in near future as the Centre has imposed temporary ban to form any new administrative bodies or units in the state.

Replying to a query raised by Ram Lal Markanda (Lahaul Spiti-BJP) and Mukesh Agnihotri (Santokhgarh-Cong) Panchayati Raj Minister Jai Ram Thakur said that no panchayat could be constituted in the state as the Union government has sent a letter to the state that no administrative body could be constituted until the process of Census was completed in the state.

While raising supplementary query over this matter, Rakesh Verma of Theog (Ind) alleged that during recent Delimitation Commission report implementation in the state, some gram panchayat were discovered to be falling in more than one Vidhan Sabha areas, posing problem to people. Replying to the query, he minister accepted that some gram panchayats were scattered in different assembly constituencies as ‘Patwar Circle’ is being taken as unit to account for Vidhan Sabha constituents. He said the matter has been raised before the Centre.

He said that state government has already submitted to Union government that though Panchayat Raj elections are due in September 2010 the state government would wait for completion of census operation in the state.
