Armed personnel can proxy vote in Himachal

Una: The facility of proxy voting for service voters has been provided by the Election Commission in the Hamirpur Parliamentary by-elections, according to an official release.

The ‘Classified Service Voters’ category allows for proxy voting for members of the Armed Forces or members belonging to a force to which the provision of Army Act applies.

In September 22, 2003, India became one of the few countries to introduce proxy voting for its soldiers, drawing heavily from the system existing in Britain. However, the facility is being provided for the first time in Himachal.

Service personnel can nominate any eligible voter from his constituency on an approved form (Form 2) and submit it with his Commanding Officer. The CO will then forward the proxy nomination to the appropriate authority, who will sends it across to the district electoral officer or returning officer after due verification. The district official or returning officer will then send an acknowledgement back to the CO.

As a proof of identity, the personnel has to fill up another form (Form 13 F) giving details of the nominee and get it authenticated by his CO and send it across to the proxy. The proxy will need to get that form attested by a first class magistrate. S/he will have to produce this form at the polling booth.

According to Una Deputy Commissioner Anita Tegta, the voters’ list in the district includes 3,59,318 general voters and 4,649 service voters.
