PTA teachers in Himachal to continue, but with a rider

Shimla: Softening its stand a bit on the cancellation of teachers’ appointment made by Parents Teachers Associations during the previous government’s tenure, the BJP government on Tuesday decided to continue the services all PTA teachers saying a case by case review of appointment would be done.
Chief Minister Prem Kumar Dhumal in the Assembly said that the government has decided to continue the services of PTA teachers as per directions of the HP Education Code Grant-in-Aid to PTA rules 2006 and High Court orders in CWP number 1341/2007.
But, three complaint committees would be formed at college level, senior secondary school level and middle school level, which would personally hear complaints against these teachers. There are around 6,000 PTA teachers in the state, whose fate would now be decided by the complaint committees.
“The state government had received various complaints about irregularities in the PTA appointments and the committees would be formed as a part of the process for addressing all such complaints,” Dhumal said.
The evidences produced by the candidates during hearing of their grievances before the complaint committees would be examined according to the directions of the education department and High Court. On the basis of this the committees would make appropriate recommendation to the concerned Parent Teacher Association.
Each complaint committee would have three members. At the college level the members would be Deputy Commissioner or Additional Deputy Commissioner or Additional District Magistrate, Principal and subject expert. At the senior secondary school level ADC or ADM or Sub-Divisional Magistrate (SDM), Principal and subject expert; and the members of the committee at the middle school level would be SDM, seniormost teacher or headmaster and subject expert.
It may be remembered that the Sanan inquiry committee, which had submitted its report in the House on April4, had pointed out various irregularities in PTA teachers’ appointments.
