Code of conduct not to affect day-to-day governance: HC

    Shimla: Deciding a case regarding starting a nursing college at Karsog in Mandi district, the Himachal Pradesh High Court has ruled that the day-to-day functioning of the government should not be affected by model code of conduct coming into force due to elections. The court asked the government to issue no objection certificate to the nursing institute before November 15.
    The society that has applied for running a nursing college in Karsog had earlier alleged that the government was willfully not allowing them a NOC under the pretext of the model code of conduct being in force. The court stated that if 19 such institutes could be run in other parts of the state, then why not in Karsog? The HC also reasoned that the process for allowing permission to these institutes was initiated much before the model code of conduct came into force.
